I've read all of the leaked the Whatsapp exchanges. My conclusion is: 曾鈺成主席 was entirely partisan.
This shows the ugliest impact of Hong Kong politics on its core values: the loss of political neutrality in the very position that requires it the most: the president of the Legco.
What if that has already happened to the judicial or medical system?
曾鈺成主席's reputation and credibility has certainly suffered irreparable damage: "In a word: failure."
